Participative budgeting in Belo Horizonte: democratization and citizenship

This paper describes how a government elected to power in Belo Horizonte in 1993 introduced a participative budget. This not only meant a much greater involvement by citizens and community organizations in determining priorities but also a more transparent and accountable form of government. The paper describes also how this innovation changed the priorities in public spending.
