The Praja Sahayaka Sewaya (Community Assistance Service) grew out of the experiences of community leaders in assisting the Sri Lankan government's National Housing Development Authority to carry out the "Million Houses Programme" In this paper, the author explains how a formal government programme resulted in the formation of a number of nongovernmental organizations to support community development.
