Power to the people? Local governance and politics in VietnamHans Holbein Strasse 21, 70771 Leinfelden, Germanymarkmattner{at}hotmail.com This paper discusses recent moves towards participatory local governance in Vietnam. In addition to outlining the reasons for their introduction and the extent of their implementation, the paper also considers the overall political significance of this process. It argues that the introduction of participatory local governance in Vietnam represents a deeply political process, and can be seen as a response by central government to challenges to its authority at the local level. The long-term political impact of this response cannot be predicted with any certainty.
