It outlines seven key areas for improving implementation, including: using monitoring and evaluation (and the information these produce) to change attitudes and behaviour; participation that involves the public constructively; better use of "soft" instruments of persuasion and communication; and ensuring that funding flows are structured to achieve the desired changes.
